Our Assessment
BESS regulatory and tender activity exists, and border-area electrification work is underway, but distributed battery reserves specifically for remote/border calamity resilience are not verified as deployed. The storage/resilience direction is visible, but the promised distributed reserve network is not delivered. Budget: UPCL/UJVNL BESS tender activity reported around 100 MW/250 MWh and 60 MW; no remote-area reserve allocation isolated.
