Our Assessment

A national SUP ban took effect from 1 July 2022, and Uttarakhand PCB lists SUP notifications including a 28 February 2023 notification; however, later reporting from Dehradun shows continued circulation and repeated enforcement drives. The legal/enforcement framework exists, but the manifesto promised a complete statewide ban; documented continued use means this cannot be treated as fulfilled. Budget: Regulatory/enforcement measure; no Uttarakhand-wide ban-enforcement budget isolated.
