The promise was all industrial and commercial clearance mechanisms under one common portal. Uttarakhand has an official Single Window Clearance System portal described as a single-window facilitation mechanism for investors, and the Industries Department lists the Single Window Act, Rules, notifications, timelines and common application forms. This materially delivers the clearance-side objective, but I did not verify the full One State, One Clearance, One Compliance standard covering all industrial and commercial compliance mechanisms. Budget status: no promise-specific allocation found for the portal/compliance consolidation.
