“Telangana study circles will be established in each assembly constituency to prepare for competitive exams.”
The manifesto promised the establishment of study circles in each of Telangana's assembly constituencies to help unemployed youth prepare for competitive exams. A pre-existing Telangana State Scheduled Castes Study Circle, founded in 1980 and renamed after state bifurcation, operates through branches at the state's twelve erstwhile district headquarters, offering free or subsidised coaching for civil services exams to SC candidates. This is narrower in both scope, covering roughly a dozen district-level centres rather than all 119 assembly constituencies, and eligibility, being SC-specific rather than open to all unemployed youth as promised. No approved-source evidence was found of new, constituency-level study circles open to the general youth population as promised. Absent verifiable delivery of the specific promised network, the verdict is pending. Budget: the pre-existing SC Study Circle carries its own budget; no approved-source allocation for a new constituency-wide network was found.
