Social security for unorganised and gig workers on the Rajasthan model

The manifesto highlights promised social security for unorganised and gig and platform workers, including delivery and ride-hailing workers, on the model of Rajasthan's pioneering legislation. The government substantially delivered on this: a draft Telangana Gig and Platform Workers (Registration, Social Security and Welfare) Bill was circulated for public comment in April 2025, explicitly following the Rajasthan model, and by mid-2026 it had progressed to an enacted law establishing a tripartite Gig and Platform Workers Social Security and Welfare Board with mandatory representation and a welfare fund financed by aggregator contributions. This closely matches the promised mechanism and beneficiary group. However, implementation nationally and in Telangana remains at an early stage, with registration of workers and the operationalisation of welfare schemes and benefit disbursement still developing, so concrete benefits reaching workers are not yet fully evidenced. Enactment of a substantially matching law with implementation still maturing supports a partial verdict. Budget: the law establishes an aggregator-funded welfare fund rather than a direct budget allocation; the fund's scale and disbursements were not yet fully evidenced.
