The manifesto promised that all vacant staff positions across educational institutions would be filled. Real, partial progress has occurred through the Mega DSC teacher recruitment round of about 11,062 posts, tracked separately, but this addressed only school teaching posts, and reported statewide teacher vacancies exceeded 17,000 even after that round, with non-teaching and higher-education staff vacancies not evidenced as comprehensively filled. Because meaningful recruitment has occurred without evidence of comprehensive completion across all educational institutions, the verdict is partial. Budget: recruitment proceeds through departmental establishment budgets; no comprehensive figure covering all vacant educational staff was found.
