The declaration promised a caste census within six months of forming the government and, on its basis, fair reservation for all backward classes including minorities in jobs, education and welfare schemes. The census component was delivered in substance: the Socio, Economic, Educational, Employment, Political and Caste (SEEEPC) Survey was authorised by the Assembly in February 2024, conducted door to door between November and December 2024 covering about 96.9 percent of households, and its findings were released and placed in the public domain in 2025 on an official government portal, making it the first comprehensive caste survey of its kind by a state. Two shortfalls prevent a fulfilled verdict: the survey began roughly eleven months after the government took office rather than within the promised six months, and the downstream commitment to ensure fair reservation on its basis remains incomplete, with enhanced backward-class reservation measures not yet fully in force. A major, verifiable delivery on the census combined with a timing miss and an incomplete reservation outcome supports a partial verdict. Budget: the survey was conducted through the state's statistical machinery; no allocation-versus-utilisation concern is recorded for the exercise itself.
