Conduct a caste census within six months and ensure fair reservation

The declaration promised a caste census within six months of forming the government and, on its basis, fair reservation for all backward classes including minorities in jobs, education and welfare schemes. Two shortfalls prevent a fulfilled verdict: the survey began roughly eleven months after the government took office rather than within the promised six months, and the downstream commitment to ensure fair reservation on its basis remains incomplete, with enhanced backward-class reservation measures not yet fully in force. A major, verifiable delivery on the census combined with a timing miss and an incomplete reservation outcome supports a partial verdict. Budget: the survey was conducted through the state's statistical machinery; no allocation-versus-utilisation concern is recorded for the exercise itself.
