Last updated 25 Oct 2026

What does this status mean?

Meaningful delivery has occurred, but the stated commitment is incomplete.

Our Assessment

Maharashtra notified its AI Policy in May 2026, and NIC reports the launch of the MAHA-AI platform. These are concrete steps towards the pledge. Mumbai's fintech policy dates to 2018; the reviewed evidence does not establish the promised global fintech and AI capital outcome.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why partially done?

A notified post-election AI policy and a government AI-platform launch demonstrate partial implementation. Global fintech and AI leadership is not established by those measures.

02 · Strength of evidence

Why medium confidence?

The 6 May 2026 government resolution and NIC's launch report are primary sources. The official fintech resolution is dated 16 February 2018, so its existing ecosystem is not counted as new delivery. Comparative global leadership and post-election fintech outcomes remain unverified.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • Dated post-election fintech implementation results, operational AI centres and independently measured outcomes for investment, employment, research and international competitiveness.

Status describes delivery. Confidence describes the evidence.
