What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will ensure development of infrastructure such as working women’s hostels, creches etc. with the specific focus on locations near industrial and commercial centres to facilitate increased participation of women in the workforce.”
Our Assessment
Delivery is under way through Mission Shakti, where the Working Women Hostel scheme and the National Creche (Palna) component sit under the Samarthya sub-scheme. Under Palna, about 14,599 Anganwadi-cum-Creches had been approved across states and UTs (Rajya Sabha reply, July 2025), against a target of 17,000 by FY2025-26, with creche provision also nudging Maternity Benefit Act compliance for larger establishments. Provision specifically near industrial and commercial centres is only partially addressed. Partial.
