Design-led modernisation of crafts is being pursued through the Comprehensive Handicrafts Cluster Development Scheme and the Designer Empanelment programme under the Office of the Development Commissioner (Handicrafts), which engage designers (with NID/NIFT graduates preferred) on outcome-linked terms to introduce new designs and improve sales, alongside marketing and export support. However, a dedicated "Handicraft Design Bank" by that name, as specifically pledged, is not clearly established.
