The legal framework for shipping is being modernised: new laws including the Merchant Shipping/Coastal Shipping legislation and the Bills of Lading Act, 2025 have been enacted to replace colonial-era statutes, simplify registration and promote Indian-flagged tonnage and coastal shipping, complemented by the enhanced Shipbuilding Financial Assistance Policy and the Maritime Amrit Kaal Vision. These reforms support a homegrown, globally competitive shipping industry, though full impact is still building. Partial.
