India promotes its culture abroad through the Indian Council for Cultural Relations (ICCR) network of cultural centres, which offer training in yoga, classical music, dance and Indian languages, and a Thiruvalluvar Cultural Centre exists (the Jaffna Cultural Centre in Sri Lanka, opened February 2023, is officially the Jaffna Thiruvalluvar Cultural Centre). The "Mother of Democracy" narrative has also been actively promoted (including a dedicated exhibition and G20-era messaging). However, a distinct, named global network of "Thiruvalluvar Cultural Centres" as pledged is not clearly established. Partial, low confidence.
