Shipbuilding is being actively promoted: the Union Budget 2025-26 announced an enhanced Shipbuilding Financial Assistance Policy (SBFAP 2.0) with about Rs 18,090 crore (up from Rs 4,000 crore), shipbuilding clusters and a Shipbuilding Development Scheme with Special Purpose Vehicles (e.g. the National Shipbuilding & Heavy Industries Park, Tamil Nadu), and large investment commitments under the Maritime Amrit Kaal Vision 2047 (targeting a top-ten position by 2030 and top-five by 2047), alongside R&D, design and ship-repair cluster proposals.
