Our Assessment

medium

A price stabilisation fund for vegetables and pulses existed before the manifesto. Concrete machinery toward self-reliance has since been launched: the Mission for Aatmanirbharta in Pulses (announced in Union Budget 2025-26, approved by Cabinet on 1 Oct 2025 and launched by the PM on 11 Oct 2025) with an outlay of Rs 11,440 crore over 2025-26 to 2030-31, focused on tur, urad and masoor with 100% MSP procurement by NAFED and NCCF under PM-AASHA; and the National Mission on Edible Oils-Oilseeds (NMEO-Oilseeds), approved Oct 2024 for 2024-25 to 2030-31. However, self-sufficiency has not been achieved: edible oil imports still covered about 56% of domestic demand in 2023-24 (15.66 million tonnes), and India imported roughly 47.4 lakh tonnes of pulses in 2023-24. The headline targets run to 2027-2031. Marked partial: policy and budgets are committed, but the Atmanirbhar outcome is still pending. No single progress figure is shown because the pledge spans three commodity groups with multi-year, separately-targeted missions.
