Promise to "continue and expand" the programme has been delivered. As of March 2025, 10.33 crore PMUY connections exist across India, exceeding the 10 crore claim in the manifesto. Cabinet approved an additional 75 lakh connections (Ujjwala 3.0) in 2023, taking the total target to 10.35 crore — connections are being released as of March 2026. ₹300 per cylinder targeted subsidy continued for FY 2025-26 at ₹12,000 crore expenditure (Cabinet approval Aug 2025), covering up to 9 refills per year. Per capita LPG consumption among Ujjwala beneficiaries has risen from 3.01 refills in FY20 to 4.47 in FY25, though still well below the 12 subsidised refills available. A significant concern: Parliamentary panel flagged that average Ujjwala refill rate (3.95 in FY24) is far below the 6.5 average for non-Ujjwala users, and 1.18 crore households bought zero refills in FY23. The scheme continues but the "expansion" is modest — it is essentially maintaining and slightly growing the existing base rather than a major new phase. Marked fulfilled because the specific promise was to continue and expand, which has been done.
