Our Assessment

PMAY expansion is underway: rural completions rose from 2.62 crore in June 2024 to 3.13 crore by August 2026, and PMAY-U 2.0 had sanctioned 20.80 lakh homes by October. Housing for every eligible poor family remains unverified; urban 2.0 completions are not reported separately.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why on track?

This directional promise is to expand PMAY and widen access to quality housing, without a manifesto number or deadline. The post-election PMAY-G extension and PMAY-U 2.0 are operating: official rural completions rose from 2.62 crore in June 2024 to 3.13 crore on 12 August 2026, while PMAY-U 2.0 sanctions reached 20.80 lakh on 16 October 2026. Observable delivery and rollout support On Track. The full housing-for-every-poor-family outcome is not established: the rural programme's 4.95-crore cumulative goal is unfinished, urban 2.0 sanctions remain below its one-crore aim, and the latest ministry release does not separate urban 2.0 completed homes from older PMAY-U completions.

The rural 4.95-crore progress bar is cumulative and includes houses completed before the 2024 election. PMAY-G and PMAY-U 2.0 have separate programme budgets; no single allocation is assigned to this broad promise.

02 · Strength of evidence

Why high confidence?

Official Ministry of Rural Development and Ministry of Housing and Urban Affairs figures document the rural completion increase and urban 2.0 rollout. These primary records strongly support ongoing expansion. Confidence is high in the On Track verdict, although separate urban 2.0 completions and a comparable count of all still-eligible unhoused families are not published in these releases.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • PMAY-U 2.0 houses completed and occupied, separately from the original PMAY-U
  • Updated rural completions against the 4.95-crore cumulative goal, with post-2024 cohorts identified
  • A comparable count of eligible households still without quality housing
