Our Assessment

Land-record digitisation is being extended to urban areas through the Digital India Land Records Modernization Programme (DILRMP), the National Generic Document Registration System (NGDRS), Unique Land Parcel Identification Numbers (ULPIN/Bhu-Aadhaar) and pilot surveys of urban property/abadi areas (drawing on the SVAMITVA model for rural inhabited land). However, a comprehensive Digital Urban Land Records System covering all cities, with integrated registration and revenue records, is at an early/uneven stage. Partial.
