Administrative commitment that public works begin within 90 days of the work order, be completed within the contract period, and contractors' bills be settled within the contractual time-frame. Some bill-clearance activity has been reported (the PWD released about Rs 600 crore to small contractors), but there is no approved confirmation that the 90-day-start and time-bound bill-settlement norms are being met systematically.
