Our Assessment

Stalled. The promise was to fill staff and doctor vacancies in all government hospitals. Recruitment efforts are under way but remain incomplete - the Health Minister acknowledged in 2024 that recruitment of doctors, including specialists, had not achieved the desired success, and vacancies persist. Active effort, well short of full staffing.
