Fulfilled, with a delivery caveat. The promise was 10 kg of free rice per person per month to BPL/Antyodaya cardholders - 5 kg under the central NFSA plus an additional 5 kg from the state. From 1 July 2023 the state could provide only the existing 5 kg of rice because the Centre/FCI declined to supply the additional rice under the Open Market Sale Scheme; in lieu, it transferred Rs 170 per head per month (5 kg at Rs 34/kg) by DBT. Full distribution of the additional 5 kg as rice resumed from February 2025 after the Centre agreed to sell rice to the state. The government reported about 4.43 crore beneficiaries and cumulative spending of about Rs 14,655 crore in a written reply in the Assembly. As currently delivered the 10 kg rice entitlement is being met, but the full-rice mode resumed only recently and depends on continued central supply, so the verdict could reasonably be read as on_track rather than fulfilled. Figures are government-stated.
