Withdraw the Agnipath four-year army recruitment rule

This commitment was explicitly conditional on the Congress forming the government at the Centre. In the 2024 Lok Sabha election the Congress did not form the central government, so the precondition was never triggered. Agnipath is a central defence-recruitment scheme outside the powers of the Himachal Pradesh state government. The promise is therefore recorded as pending, not triggered, rather than broken, since the party did not renege; the stated condition did not materialise.
