This commitment was explicitly conditional on the Congress forming the government at the Centre. In the 2024 Lok Sabha election the Congress did not form the central government, so the precondition was never triggered. Agnipath is a central defence-recruitment scheme outside the powers of the Himachal Pradesh state government.
