mediumThe pledge of Rs 1,500 per month to women was operationalised as the Indira Gandhi Pyari Behna Sukh Samman Nidhi Yojana for women aged 18-59. However, it was rolled out in phases, initially only Lahaul-Spiti in 2023 and expanded statewide in 2024, and is heavily means-tested. Families with a government employee or pensioner, contractual or daily-wage worker, security-forces member, anganwadi or ASHA worker, social-security pensioner, income-tax payer or GST-registered person are excluded. The scheme is genuine and disbursing, but the universal every-woman or har-ghar promise was narrowed substantially through exclusions and phased rollout, so it is partial rather than fulfilled.
