Rs 1,500 per month to women (Har Ghar Lakshmi)

The pledge of Rs 1,500 per month to women was operationalised as the Indira Gandhi Pyari Behna Sukh Samman Nidhi Yojana for women aged 18-59. However, it was rolled out in phases, initially only Lahaul-Spiti in 2023 and expanded statewide in 2024, and is heavily means-tested. Families with a government employee or pensioner, contractual or daily-wage worker, security-forces member, anganwadi or ASHA worker, social-security pensioner, income-tax payer or GST-registered person are excluded. The scheme is genuine and disbursing, but the universal every-woman or har-ghar promise was narrowed substantially through exclusions and phased rollout, so it is partial rather than fulfilled.
