Regularise contract employees within two years

The promise carried a specific two-year deadline, which fell around December 2024. As of March 2025 the Himachal Pradesh Joint Employees Federation stated that, despite eligible contract employees having completed the required service, the regularisation process had not been initiated in any department. With the deadline passed and the process not started, the time-bound commitment was not honoured, hence broken. Budget: not actioned; regularisation would add recurring salary liability the government has cited fiscal stress against.
