Scrutinise Waqf assets and finances and survey madrasa curricula

What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will set up a Task Force that will scrutinise the assets and finances of the Waqf Board and conduct surveys of Madrassas regarding their curriculum.”
Our Assessment
Post-election work addresses parts of the information-gathering objective. In May 2024 the state education department ordered a survey of madrassas and students, including institutional and financial information. Gujarat subsequently entered Waqf property records on the national UMEED platform, with July 2026 reporting describing ongoing verification. These are relevant administrative activities, but property entry is not a completed financial audit and a student survey is not proof of a completed curriculum review. No verified constituting order, joint mandate or published findings demonstrate a task force delivering the entire pledge. Equivalent work under other arrangements receives limited credit; the combined promise is Partially Done with medium confidence.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Relevant madrasa surveying and Waqf property-record work are documented, while the full task-force, financial-scrutiny and curriculum-review scope remains unverified.
02 · Strength of evidence
Why medium confidence?
Credible reporting describes government instructions and parliamentary property data. The underlying task-force order, completed audits and curriculum findings were not available in the reviewed evidence.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- Task-force order, membership and lawful terms of reference
- Completed Waqf asset-verification and financial-audit reports
- The madrasa curriculum survey instrument, coverage and published findings
- Procedures for institutions to correct records and respond to findings
Status describes delivery. Confidence describes the evidence.
