What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will launch a Gujarat Vidyarthi Credit Card Yojana, which will provide zero-interest education loans of up to ₹20 lakh to all eligible students.”
Our Assessment
KCG publishes an education-loan interest-subsidy route, but the eligible loan ceiling is ₹10 lakh, with income and academic conditions. This pre-existing functional support is credited even though its name differs. It does not establish zero-interest loans up to ₹20 lakh for all eligible students, the duration of full interest coverage at that ceiling, or operation of the promised credit-card facility. The ₹20-lakh individual limit is not a completion percentage.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
An interest-subsidy route exists at a lower ₹10-lakh ceiling; the promised ₹20-lakh zero-interest terms remain unverified.
02 · Strength of evidence
Why medium confidence?
First-party or departmental reporting supports related implementation, but consolidated coverage or the full promised terms are not verified.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- Scheme notification defining ₹20-lakh eligibility and interest coverage throughout repayment
- Bank agreements, applications, sanctioned loans and actual subsidy payments
