What does this status mean?
The stated commitment has been substantively delivered, supported by evidence.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will launch a Sardar Vallabhbhai Patel Governance Fellowship. They will be deployed at various government departments and ministries and contribute their ideas towards transforming governance.”
Our Assessment
The central deliverable is operating through the Sardar Patel Good Governance CM Fellowship Programme. A November 2025 workshop report identifies 24 selected fellows working across state departments, and SPIPA officially published the 2026–27 fellowship selection results in June 2026. The government's December 2025 initiatives also included a CM Fellow Monitoring Portal. The fellowship has an earlier institutional history, so this is not presented as an entirely new concept invented after the election. Current-term recruitment, departmental work and monitoring nevertheless substantively deliver the promised programme. Its name differs slightly from the manifesto, which does not prevent credit. Long-term governance impact is a separate question from whether the fellowship and placements operate.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why fulfilled?
Post-election recruitment and fellows working in government departments establish delivery of the promised operational fellowship.
The programme has a pre-election institutional history. Fulfilled reflects current operational recruitment and departmental placement, not the invention of a new fellowship concept.
02 · Strength of evidence
Why high confidence?
SPIPA's official programme and result notices corroborate reports of an active, placed cohort. These directly address the launch-and-placement commitment.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- Current department-wise placement and retention records
- Published fellow project outputs and evaluations
- Evidence of reforms adopted from fellowship work
