Our Assessment

The manifesto promises a new Gujarat law for recovery of damage to both public and private property caused during riots, violent protests and unrest. No verifiable post-election Gujarat bill, enacted statute, Gazette notice or operational recovery mechanism matching that scope was found. Pre-existing general criminal or civil remedies and other states' recovery laws are not counted.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why pending?

The manifesto calls for a specific new Gujarat law covering damage to both public and private property during riots and violent protests. No verifiable post-election bill, enacted Act or operational recovery mechanism matching that pledge was found. The government term is still active, so the absence of verified enactment is assessed as Pending, not as proof of permanent non-delivery.

Pre-existing provisions for criminal mischief or ordinary civil compensation, and similar Acts in other states, do not satisfy the promised Gujarat enactment.

02 · Strength of evidence

Why low confidence?

The original manifesto confirms the wording, but the absence of a located Gazette or bill record cannot conclusively prove that no legislative step has occurred. With no comprehensive official legislative-status response, confidence in the pending assessment is Low.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • A Gujarat Assembly bill number, introduced text or committee record for a matching damage-recovery law
  • An enacted Act and Gazette publication date, if passed
  • Commencement and rules establishing claims, hearings, appeals and recovery procedures
  • Case counts and recovered amounts under the new Gujarat law, separated by public and private property

Status describes delivery. Confidence describes the evidence.
