Our Assessment

Gujarat has delivered parts of the police-modernisation package. The Union Home Ministry documented inaugurated police housing and office projects and the Dial 112 rollout in August 2025; the state subsequently reported 962 operating emergency-response PCR vehicles as of January 2026. Police drones and relevant IT and forensic budget allocations also address parts of the pledge. The records reviewed do not reconcile audited post-2022 spending of more than ₹1,000 crore against this specific package or verify delivery of every listed equipment item. Allocations, project values and actual expenditure are not interchangeable. Nor is there a verified national benchmark establishing India's most robust police IT infrastructure. The promise remains Partially Done with medium confidence.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why partially done?

Operating emergency response, completed police facilities and police-drone implementation establish meaningful delivery. The cumulative expenditure threshold, full equipment scope and comparative IT claim remain unverified.

The manifesto says more than ₹1,000 crore. No completion bar is shown because a comparable audited expenditure numerator is unavailable; vehicle launch and operating-fleet counts have different dates.

02 · Strength of evidence

Why medium confidence?

The Union Home Ministry and state legislative record establish actual rollout, supported by detailed procurement and budget reporting. Itemised audited expenditure and comprehensive delivery records remain missing.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • Audited year-by-year expenditure on police modernisation since December 2022, by infrastructure, weapons, equipment and IT
  • Procurement and delivery records for vehicles, weapons, communications and cyber systems
  • Operational outcomes and independent benchmarks for the promised police IT infrastructure

Status describes delivery. Confidence describes the evidence.
