What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will ensure that Gujarat becomes the first state to achieve 100% implementation of the National Education Policy (NEP) 2020, enabling universal access to quality education.”
Our Assessment
Balvatika was introduced across government primary schools from 2023–24, implementing the new foundational school structure. The 2025–26 state review records substantial enrolment. This is substantive NEP delivery, but neither universal quality education nor a comparative certification that Gujarat is the first state with 100% implementation has been verified. A policy launch or selected reforms cannot establish complete implementation.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Foundational-stage reforms are operating; complete statewide implementation and first-state status remain unverified.
02 · Strength of evidence
Why medium confidence?
First-party or departmental reporting supports related implementation, but consolidated coverage or the full promised terms are not verified.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- An NEP provision-by-provision implementation audit across school, higher and vocational education
- Comparable state-level completion dates and access/quality outcome data
