Original manifesto wording
“Modernise 4,000 schools in tribal talukas, upgrading them into Schools of Excellence”
Our Assessment
School modernisation has progressed through Mission Schools of Excellence and the World Bank-supported GOAL programme. The May 2025 implementation report records completed school upgrades from the 2023–24 cohort and selection of 9,000 schools, including 3,000 in priority districts. The 2025–26 state review also records substantial classroom construction and repair procurement. These implementation records support progress in the wider programme serving disadvantaged areas. However, priority districts are not identical to tribal talukas, selected schools are not all completed upgrades, and the residential-school programme is a separate commitment. No school-by-school reconciliation establishes 4,000 completed Schools of Excellence upgrades in tribal talukas. The promise is Partially Done; no numerical completion bar is inferred from statewide totals.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Completed upgrades and ongoing procurement show implementation, while the precise 4,000-school tribal-taluka endpoint lacks a verified completion register.
02 · Strength of evidence
Why medium confidence?
The World Bank provides independent programme implementation reporting, supported by the state review. Tribal-taluka disaggregation and the exact upgrade standard remain missing.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- A school-ID list of the 4,000 target schools and their tribal talukas
- Post-election completion certificates and operational facilities by school
- Reconciliation of GOAL priority districts with the manifesto's tribal-taluka coverage
Status describes delivery. Confidence describes the evidence.
