Our Assessment

The 2026–27 Gujarat budget provides ₹34 crore under the named K.K. Shastri Higher Education Transformation Fund for IT equipment. Other related allocations include ₹126 crore to commence 16 new government colleges, complete construction work at 20 working colleges and start new streams in eight colleges; and ₹50 crore in grants to 25 government colleges for model-college upgrades. These related funding lines and works are counted as progress even though they are not all booked to the named fund. The record does not yet establish cumulative expenditure against the promised ₹1,000 crore or completion of the new colleges and broader university upgrades.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why partially done?

Gujarat has begun implementation relevant to both parts of the promise. The 2026–27 budget provides ₹34 crore under the named K.K. Shastri Higher Education Transformation Fund for IT equipment. Related funding lines provide ₹126 crore to commence 16 new government colleges, complete construction work at 20 working colleges and start additional streams in eight colleges. The state also issued ₹2 crore grants to each of 25 government colleges to upgrade them as model institutions. These works are counted toward the promise even where they use different budget lines or programme names. However, the available evidence covers current-year provisions and selected grants, rather than cumulative spend against the promised ₹1,000 crore, and does not establish that the new institutions or the broader college and university modernization programme are complete. Under the methodology, this is meaningful but partial implementation.

The ₹1,000 crore is the manifesto’s promised fund budget. The ₹34 crore figure is a 2026–27 provision for IT equipment under that fund, not the cumulative amount spent since 2022. The ₹126 crore and ₹50 crore allocations are counted as related delivery under other budget lines. No progress bar is shown because these amounts overlap in purpose and do not provide a comparable cumulative completion measure.

02 · Strength of evidence

Why medium confidence?

The manifesto verifies the commitment, and 2026–27 budget reporting identifies an allocation under the named fund and related new-college and upgrade programmes. Reporting in June 2026 also documents grants issued to 25 government colleges. Confidence remains Medium because a consolidated audited fund statement, project-level completion records and current status of the new colleges and university upgrades are not yet available.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • Cumulative allocation, release, expenditure and utilisation certificates for the K.K. Shastri fund since 2022, with the ₹1,000-crore commitment reconciled against annual budgets
  • A list of the 16 proposed government colleges with approval, construction, opening and student-intake dates
  • Completion records for construction work at the 20 existing colleges and a facility-level inventory of the 25 model-college grants
  • A project and expenditure list for university modernization and state-of-the-art facilities across government colleges and universities

Status describes delivery. Confidence describes the evidence.
