Our Assessment

The committee submitted its report on 17 March 2026. The Assembly passed the Gujarat Uniform Civil Code Bill on 24 March; the President assented on 17 September and the Act was published in the state Gazette on 1 October. Section 1(2) requires a separate commencement notification. No such notification or operational rules were verified by 15 October. Enactment is substantial delivery, but complete implementation is not established.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why partially done?

Gujarat's UCC committee submitted its report, and legislation intended to give effect to its recommendations passed the Assembly, received presidential assent on 17 September 2026 and was published in the Gazette on 1 October. This is substantial legislative delivery. The Act's commencement clause requires a further state notification, and no commencement or operating rules were verified by this review. Because the promise says complete implementation, enactment alone is not enough; it is Partially Done.

Presidential assent and Gazette publication establish enactment, not that the Code is already in force or that registration systems are operating. The complete committee report is not publicly reconciled clause by clause with the final Act.

02 · Strength of evidence

Why high confidence?

The official committee website, introduced bill, President's state-bills record and public reporting provide strong evidence for the legal milestones. The bill itself specifies a later commencement notification. Confidence is High in the partial verdict, while commencement and actual use must be rechecked when new records appear.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • The state Gazette notification appointing the UCC commencement date
  • Published implementing rules, forms and appointment of registrars
  • Evidence that marriage, divorce, succession and live-in registration procedures are functioning
  • A public comparison of the committee's recommendations with the enacted and implemented provisions

Status describes delivery. Confidence describes the evidence.
