Have every MLA develop two Adarsh villages each year for five years
Bharatiya Janata Party · Gujarat Legislative Assembly Election 2022

What does this status mean?
The term is active and there is no evidence of action or reversal.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will introduce the Dharasabhya Adarsh Gram Yojana for every MLA, with the responsibility of developing 2 villages as Adarsh Gram per year for the next five years.”
Our Assessment
We could not verify implementation of the 2022 commitment that every Gujarat MLA would develop two model villages each year for five years. Gujarat had an MLA Adarsh Gram initiative before this election: contemporaneous November 2014 reporting records the Chief Minister adopting Lilapur and asking each of the state's 182 MLAs to adopt one village. That earlier initiative establishes a precedent but does not demonstrate the expanded two-villages-per-year obligation promised in 2022. The reviewed records did not provide a post-election order establishing that annual responsibility, MLA-wise village plans, implementation expenditure or completed model-village outcomes. Village selection alone would also be insufficient to demonstrate development. Delivery through a differently named programme could count if it satisfies the same MLA-wide annual scope, but no such evidence was verified. The term is still active, so the promise is Pending with low confidence. Missing records do not prove that no local development has occurred.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why pending?
No verified post-2022 implementation record establishes the promised two model villages per MLA per year. The 2014 one-village initiative and other MP-led or targeted model-village programmes cannot demonstrate this expanded obligation.
02 · Strength of evidence
Why low confidence?
The manifesto wording and the pre-election precedent are documented, but current scheme orders, annual MLA coverage and completed village outcomes are missing from the reviewed evidence. The assessment is therefore provisional.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- A post-2022 government order establishing the annual two-village responsibility for every MLA
- MLA-wise and year-wise lists of villages with funded development plans and works under implementation
- Expenditure, completion certificates and outcome audits demonstrating actual model-village development
- A statewide annual report distinguishing selected villages from villages whose promised development is complete

Promise Timeline
The BJP Gujarat manifesto committed every MLA to developing two Adarsh villages per year for five years, expanding the annual scope beyond the earlier one-village precedent.
View sourceBefore the 2022 election, reporting recorded an MLA Adarsh Gram initiative in which the Chief Minister adopted Lilapur and called on all 182 MLAs to adopt one village. This historical precedent is not evidence of the 2022 promise's two-villages-per-year rollout.
