Our Assessment
The welfare department lists rank-based Class X/XII prizes for a small set of SEBC state and district toppers. Its displayed expenditure and achievement data are for 2018–19. That older, narrower scheme does not verify post-election payments to every eligible meritorious OBC/ST/SC Class 12 student. General higher-education tuition scholarships are not automatically a one-time passing incentive. Pending reflects the missing current eligibility and disbursement evidence.
