Our Assessment
Gujarat established the Chief Minister-chaired GRIT policy think tank in September 2024. Its governing body includes the Health and Education ministers, and subsequent state records document planning outputs. This provides meaningful institutional progress toward coordinated, informed development advice. However, ministers holding portfolios are not by themselves proof of the promised sector-expert council. The reviewed records do not establish expert representation and adopted recommendations across healthcare, education, infrastructure and sanitation. Comparable advice under another institution name counts, but its full scope still needs verification. The promise is Partially Done.
