What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will create an Anti-Radicalisation Cell to identify and eliminate potential threats, and sleeper cells of terrorist organisations and anti-India forces.”
Our Assessment
Reporting based on a Gujarat State Intelligence Bureau communication dated 19 June 2026 says the state approved posts and instructed district and commissionerate police to operationalise Anti-Radicalisation Cells. A named appointment in Jamnagar was also reported. The underlying government order, full district staffing, actual cell activities and independently verifiable outcomes were not publicly available. The SOP has drawn concerns about religious profiling; its contents and safeguards should be checked against an authenticated government text.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Reporting on a June 2026 State Intelligence Bureau communication says Gujarat approved posts and directed police units to establish Anti-Radicalisation Cells; a Jamnagar unit head was publicly identified. This is meaningful movement beyond an announcement. However, public records do not verify full statewide staffing or demonstrate the cells' promised identification and prevention work. The rollout is therefore assessed as Partially Done.
The existence of a police cell is not evidence that it has eliminated threats or sleeper cells. Reported SOP provisions have also raised profiling concerns; this delivery assessment does not endorse those provisions.
02 · Strength of evidence
Why medium confidence?
Two news reports describe the State Intelligence Bureau instruction and a district appointment, but the underlying government resolution, verified statewide staffing roster and activity data were not publicly available. That supports Medium rather than High confidence, and prevents a Fulfilled verdict.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- The authenticated Home Department order and State Intelligence Bureau SOP establishing the cells, including legal safeguards
- District- and commissionerate-wise staffing and operational dates
- Auditable, appropriately anonymised activity and outcome reports showing what the cells actually did
- Official response to concerns that the SOP could enable religious profiling or surveillance of lawful conduct
Status describes delivery. Confidence describes the evidence.
