Our Assessment

Direct Benefit Transfer is delivering financial assistance in Gujarat. The 2026 Assembly address documents operating payments under Namoshree and other schemes, while Aadhaar authentication is used in more than 200 DBT schemes. The national DBT dashboard also lists Gujarat schemes, although its unpopulated current-year amount fields must not be read as zero transfers. These records establish substantial implementation, including during the current term. They do not reconcile every state financial-assistance scheme and payment with DBT or establish that Gujarat was the first state to reach universal coverage. The promise is Partially Done. Scheme counts, authentication transactions and cash transfers measure different things and are not converted into a completion percentage.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why partially done?

Actual benefit payments are verified, but the universal all-assistance endpoint and first-state comparison are not established.

02 · Strength of evidence

Why medium confidence?

Official records directly establish DBT use. Confidence is medium because no comprehensive all-assistance coverage and exception register was located.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • A complete inventory of financial-assistance schemes and their payment channels
  • Annual scheme-wise DBT and non-DBT payment amounts
  • An audited universal-coverage certificate and comparable state timelines

Status describes delivery. Confidence describes the evidence.
