What does this status mean?
Implementation is progressing towards the commitment.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will develop low-cost affordable housing complexes ensuring basic amenities to rehabilitate slum dwellers in major urban centres of Gujarat.”
Our Assessment
Gujarat has verifiable delivery and continuing implementation of urban slum-rehabilitation housing. A March 2025 parliamentary annexure specifically for slum households recorded 72,530 completed PMAY-U houses in Gujarat since the scheme’s inception, including 30,189 in Ahmedabad, 6,048 in Rajkot, 5,383 in Surat and 4,605 in Vadodara. These cumulative figures establish actual delivery to the relevant group, but they include work before the 2022 election and are not presented as new delivery during this term. More recent evidence comes from MoHUA’s April 2026 newsletter: AHP and In-Situ Slum Redevelopment projects were inaugurated in Rajkot and Ahmedabad on 28–29 March 2026. The event’s 2,666 houses and ₹295.83-crore value combine AHP and ISSR, so neither total is treated as a slum-only figure. Because the pledge has no fixed housing target and directly relevant rehabilitation work is being delivered during the term, it is assessed On Track. City-wide rehabilitation coverage, occupancy and the reliability of basic services still require clearer evidence.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why on track?
Official records establish completed housing for slum households in Gujarat, and 2026 ISSR project inaugurations show continuing delivery after the election. This is a directional commitment without a numerical endpoint; current implementation supports On Track while comprehensive rehabilitation and amenities remain to be verified.
02 · Strength of evidence
Why medium confidence?
A slum-household-specific parliamentary annexure and MoHUA’s 2026 account of ISSR inaugurations directly support implementation. Confidence is medium because cumulative figures cannot isolate delivery since the 2022 election, the latest event combines two housing categories, and comparable occupancy and basic-amenity data are incomplete.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- City-wise slum households rehoused since December 2022, distinguished from other PMAY beneficiaries
- Completed, allotted and actually occupied ISSR dwellings in each major city
- Independent or official verification of water, sanitation, electricity, access and maintenance in rehabilitation complexes
- Updated city-level rehabilitation needs and remaining slum households awaiting suitable housing
Status describes delivery. Confidence describes the evidence.
