Convert 20,000 government schools into Schools of Excellence

Bharatiya Janata Party · Gujarat Legislative Assembly Election 2022

Last updated 16 Oct 2026

What does this status mean?

Meaningful delivery has occurred, but the stated commitment is incomplete.

Status describes delivery. Confidence describes how strong the available evidence is.

Original manifesto wording

“We will convert 20,000 government schools into Schools of Excellence with a budget of ₹10,000 crore in the next 5 years, under which: • Smart classrooms, environment labs and computer labs will be set up • Training in futuristic skills such as robotics, coding, Artificial Intelligence etc. will be provided • Guidance and coaching for competitive exams such as JEE/NEET/NDA/NIFT etc. will be provided”

Our Assessment

The Schools of Excellence programme has delivered school infrastructure upgrades. Official reporting records computer labs and smart classrooms, while a World Bank implementation review documents completed upgrade phases. These facility and work counts cannot be added or treated as an updated count of distinct fully converted schools. The older 8,650 upgradation figure therefore no longer drives a 20,000-school progress bar. A current school-level completion list and cumulative actual expenditure against ₹10,000 crore remain unverified.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why partially done?

Verified infrastructure delivery supports Partial; distinct completed-school coverage and full expenditure remain unverified.

The previous percentage bar is removed because upgradation works and facilities are not a comparable count of fully converted schools.

02 · Strength of evidence

Why medium confidence?

The manifesto, a Ministry of Education parliamentary reply, Gujarat’s official Samagra Shiksha annual report and state budget reporting establish the commitment, implementation activity and related funding. Confidence is Medium because there is no recent consolidated school-level completion list or transparent expenditure crosswalk to the ₹10,000-crore promise.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • An updated, school-level list of the 20,000 target schools with conversion and operational-completion dates
  • A current consolidated count of distinct schools converted, distinguishing completed schools from component works, work orders and facilities
  • Audited expenditure across Gujarat, Samagra Shiksha, World Bank and AIIB funding against the ₹10,000-crore commitment, without double counting
  • Evidence on whether upgrades improved school facilities and grade-appropriate learning outcomes

Status describes delivery. Confidence describes the evidence.

The Samagra Shiksha Gujarat 2024–25 annual report records more than 21,508 computer labs under Mission Schools of Excellence and 1,09,128 smart classrooms under Gyankunj. These are infrastructure outputs, not a count of distinct Schools of Excellence completed.

Gujarat’s 2025–26 budget provided ₹2,914 crore for infrastructure upgrades to over 25,000 classrooms under Mission Schools of Excellence. This is relevant implementation funding under a related budget line, not proof of spending the manifesto’s entire ₹10,000-crore amount.
