“We will offer free dialysis services in all government hospitals under the PM National Dialysis Program.”
Substantially delivered. The Delhi government is expanding dialysis capacity to 300 machines across 16 government hospitals under the PM National Dialysis Programme (PMNDP) and a PPP Dialysis Project — 150 machines already operational and 150 more being added at six additional hospitals. Dialysis is free for EWS/BPL and National Food Security cardholders (and those with income up to ₹3 lakh under the PPP model), with subsidised rates for others. The core promise — free dialysis for the poor in government hospitals under PMNDP — is operational; "all government hospitals" literally is not yet met (16 covered), hence the scope note. Marked fulfilled.
