What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will set up Ayushman Arogya Mandirs near JJ clusters to provide free primary healthcare to every resident of JJ clusters.”
Our Assessment
In progress. Delhi signed an MoU with the Centre on 5 April 2025 to implement AB-PMJAY, began distributing Ayushman cards from 10 April 2025, and announced 1,139 Ayushman Arogya Mandirs (₹1,749 crore approved) plus 400 health and wellness centres under PM-ABHIM. The Arogya Mandir network — the primary-healthcare infrastructure promised near JJ clusters — is under rollout rather than complete as of the research date. Distinct from promise-bjpdel25-ayushman-poor, which tracks the ₹5L+₹5L insurance cover; this promise tracks the clinic infrastructure. Marked partial.
