Our Assessment

Stalled. The commitment to announce Interim Relief (IR) and revise pay (via a Pay Revision Commission) for state employees is unresolved: as of 2026 the PRC chairman had not been appointed and IR had not been announced, with employee associations publicly demanding both and noting wage revision had been pending since 2023.
