ECCE access and certification programmes

What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“Ensure all necessary steps are undertaken to fulfil NEP’s vision of providing all children with access to Early Childhood Care; ECCE certificate programs will be conducted by the government for all anganwadi workers and teachers.”
Our Assessment
Uttarakhand made a visible NEP/ECCE start by launching Bal Vatikas in government primary schools and anganwadi centres, including reported coverage of 4,457 anganwadi kendras and 5,000 state-run primary schools. However, I did not verify universal ECCE access for all children or government-run ECCE certificate programmes for all anganwadi workers and teachers. This is partial because the pre-primary/ECCE rollout is real, but the universal access and certification components remain unproven. Budget status: no promise-specific ECCE certification allocation found.
