Our Assessment

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why partially done?

The promised cash assistance is now being delivered at large scale. Punjab allocated ₹9,300 crore for the scheme, formally notified it in April 2026 and began DBT payments in July. By August, the government reported 76.11 lakh registrations and payments to 68.06 lakh women; by 1 October it reported cumulative transfers of ₹3,824.87 crore. However, the original commitment was ₹1,000 per month to every woman above 18. The notified scheme contains eligibility requirements and exclusions, and the government estimates coverage at approximately 97% rather than every adult woman. Public data do not yet clearly reconcile how many unique beneficiaries have received every instalment due to them. Substantial delivery is verified, but universal delivery of the original commitment is not.

02 · Strength of evidence

Why high confidence?

The scheme's benefit amounts, eligibility rules, exclusions and DBT mechanism are documented in the Punjab Government Gazette. The ₹9,300 crore allocation is documented through the 2026-27 Budget process, and subsequent reports record large-scale beneficiary registrations and actual transfers based on government figures. High confidence reflects the strength of evidence that implementation is substantial and that the notified scheme is narrower than the literal ‘every woman above 18’ promise. It does not mean every reported beneficiary has independently been audited by ManifestoWatch.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • Official MIS/DBT records showing unique women registered, approved and paid for each instalment
  • Numbers pending, rejected or affected by failed transactions, with aggregate reasons
  • District-wise and Scheduled Caste/non-Scheduled Caste beneficiary and payment breakdowns
  • Number of women excluded under each eligibility rule
  • Audited expenditure, releases and remaining balance against the ₹9,300-crore FY2026-27 allocation
  • Official records explaining the estimated 97% coverage and one-crore beneficiary target
