Original manifesto wording
Our Assessment

Promise Timeline
Punjab began the 2026-27 paddy procurement season, targeting 180 LMT through 1,887 notified mandis. The MSP was stated as ₹2,461/qtl for Grade-A paddy, and a ₹42,786.68 crore Cash Credit Limit had been arranged for October payments. The launch was announced by Punjab Food Minister Lal Chand Kataruchak.
View sourceReviewed 29 September 2026. The Indian Express's March report on FY 2026-27 tariffs confirms that agricultural pump sets receive free power, supporting that component of the promise. The Times of India reported MSP procurement among outstanding demands after 17 September talks. Kisan India reported that the demand for a legal MSP guarantee was again raised with the Agriculture Minister on 24 September, with assurances to consider the demands. Retained as partial: continued power support is evidenced, but the reviewed sources do not establish assured MSP procurement across the crops covered by the promise. Announced support prices and assurances of action are not treated as proof of the broader guarantee.
View sourceHistorical assessment preserved from the website's 2026-06-07 record (not a new event on that date). Status then: partial. A pre-poll guarantee of a legal MSP and assured marketing on crops had not been enacted into law as of 2026, and farmer agitations over MSP continued. The state has maintained free power for agricultural tube wells and pursued crop-diversification and farmer-credit measures (several centrally sponsored), but the headline MSP-guarantee commitment remains unfulfilled.
During RMS 2026-27, about 122 LMT of wheat had arrived in Punjab mandis by 6 May, while lifting had reached 78.96 LMT. The Centre said additional rail movement and direct delivery were being used to reduce congestion in mandis
View sourcePunjab formally informed PSERC that the state would continue free electricity for all agricultural consumers during FY2026-27. This is strong official evidence for the free-power component of the promise.
View sourcePunjab government agencies had procured 115.36 LMT of wheat for the Central Pool at an MSP of ₹2,425/qtl, benefiting around 8 lakh farmers with purchases worth about ₹27,975 crore.
View sourceDuring KMS 2024-25, state agencies and FCI had already procured 120.67 LMT of paddy in Punjab, benefiting about 6.58 lakh farmers with an MSP value of ₹27,995 crore. Paddy was being purchased at ₹2,320/qtl for Grade A
View sourceThe Centre reported that Punjab's 124.14 LMT rice procurement estimate for KMS 2023-24 was achieved in full. For KMS 2024-25, procurement equivalent to 185 LMT of paddy was approved, with farmer registration, land-record integration, digital procurement and direct MSP transfers forming part of the procurement system.
View sourcePunjab contributed 121.27 LMT of wheat to RMS 2023-24 procurement, the largest contribution among the major procuring states listed in the official release
View sourceCentral Pool records showed 121.91 LMT of rice-equivalent procurement from Punjab for KMS 2022-23, alongside 96.45 LMT wheat procurement for RMS 2022-23. This provides post-election evidence of continued assured procurement for Punjab's two principal foodgrain crops.
View sourcePunjab procured 96.47 LMT of wheat in RMS 2022-23, benefiting about 7.99 lakh farmers, with MSP value of ₹19,438.61 crore. This confirms continuation of large-scale MSP procurement after the AAP government took office, although wheat procurement through the Central Pool predates the government.
