“ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਨੂੰ ਜੜ੍ਹੋਂ ਖ਼ਤਮ ਕਰਨਾ ਅਤੇ ਅਹੁਦੇ ਦੀ ਪਰਵਾਹ ਕੀਤੇ ਬਿਨਾਂ ਭ੍ਰਿਸ਼ਟਾਂ ਖ਼ਿਲਾਫ਼ ਸਖ਼ਤ ਕਾਰਵਾਈ ਕਰਕੇ ਪੰਜਾਬ ਨੂੰ ਭ੍ਰਿਸ਼ਟਾਚਾਰ-ਮੁਕਤ ਸੂਬਾ ਬਣਾਉਣਾ।”

29 ਸਤੰਬਰ 2026 ਦੀ ਸਮੀਖਿਆ। ਦਿ ਟ੍ਰਿਬਿਊਨ ਨੇ ਵਿਜੀਲੈਂਸ ਬਿਊਰੋ ਦੇ 16 ਮਾਰਚ 2022 ਤੋਂ 31 ਅਗਸਤ 2026 ਤੱਕ ਦੇ ਅੰਕੜੇ ਦਿੱਤੇ: ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਦੇ 1,107 ਕੇਸ ਦਰਜ, 1,146 ਮੁਲਜ਼ਮ ਗ੍ਰਿਫ਼ਤਾਰ ਅਤੇ 154 ਕੇਸਾਂ ਵਿੱਚ 248 ਵਿਅਕਤੀਆਂ ਨੂੰ ਸਜ਼ਾ। ਇਹ ਬਿਊਰੋ ਵੱਲੋਂ ਦੱਸੇ ਅੰਕੜੇ ਹਨ; ਗ੍ਰਿਫ਼ਤਾਰੀ ਅਤੇ ਦੋਸ਼ ਸਾਬਤ ਹੋਣਾ ਵੱਖਰੀਆਂ ਗੱਲਾਂ ਹਨ। ਪੰਜਾਬ ਦੇ ਅਧਿਕਾਰਤ ਐਂਟੀ-ਕਰੱਪਸ਼ਨ ਐਕਸ਼ਨ ਲਾਈਨ ਪੰਨੇ 'ਤੇ ਸ਼ਿਕਾਇਤ ਦਰਜ ਕਰਨ ਦਾ ਪ੍ਰਬੰਧ ਵੀ ਦਰਜ ਹੈ। ਸਥਿਤੀ ਆੰਸ਼ਿਕ ਰੱਖੀ ਗਈ ਹੈ: ਸ਼ਿਕਾਇਤਾਂ, ਜਾਂਚ ਅਤੇ ਦੱਸੀਆਂ ਸਜ਼ਾਵਾਂ ਕਾਰਵਾਈ ਦਰਸਾਉਂਦੀਆਂ ਹਨ, ਪਰ ਪੂਰੇ ਪੰਜਾਬ ਵਿੱਚ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਖ਼ਤਮ ਹੋਣਾ ਸਾਬਤ ਨਹੀਂ ਕਰਦੀਆਂ। ਪੁਰਾਣਾ ਮੁਲਾਂਕਣ (2026-06-07; ਦਰਜ ਸਥਿਤੀ: partial; ਮੂਲ ਲਿਖਤ ਸੰਭਾਲੀ ਗਈ ਹੈ, ਨਵੀਂ ਸਮੀਖਿਆ ਇਸ ਤੋਂ ਅੱਗੇ ਦੀ ਸਥਿਤੀ ਦੱਸ ਸਕਦੀ ਹੈ):23 ਮਾਰਚ 2022 ਨੂੰ ਇੱਕ ਭ੍ਰਿਸ਼ਟਾਚਾਰ-ਵਿਰੋਧੀ ਵ੍ਹਾਟਸਐਪ ਹੈਲਪਲਾਈਨ (9501 200 200) ਸ਼ੁਰੂ ਕੀਤੀ ਗਈ, ਜਿਸ 'ਤੇ ਤਿੰਨ ਲੱਖ ਤੋਂ ਵੱਧ ਸ਼ਿਕਾਇਤਾਂ ਆਈਆਂ। ਵਿਜੀਲੈਂਸ ਬਿਊਰੋ ਨੇ ਸੈਂਕੜੇ ਕੇਸ ਦਰਜ ਕੀਤੇ ਅਤੇ ਸਰਕਾਰੀ ਅਧਿਕਾਰੀਆਂ, ਪੁਲਿਸ ਮੁਲਾਜ਼ਮਾਂ, ਸਾਬਕਾ ਮੰਤਰੀਆਂ ਅਤੇ ਇੱਥੋਂ ਤੱਕ ਕਿ ਮੌਜੂਦਾ ਆਪ ਵਿਧਾਇਕਾਂ (ਮਈ 2025 ਵਿੱਚ ਵਿਧਾਇਕ ਰਮਨ ਅਰੋੜਾ ਸਮੇਤ) ਨੂੰ ਵੀ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤਾ। ਕਾਰਵਾਈ ਨਜ਼ਰ ਆਈ ਹੈ, ਪਰ 'ਭ੍ਰਿਸ਼ਟਾਚਾਰ-ਮੁਕਤ' ਹੋਣਾ ਅਜੇ ਇੱਕ ਟੀਚਾ ਹੀ ਹੈ ਜੋ ਪੂਰੀ ਤਰ੍ਹਾਂ ਹਾਸਲ ਨਹੀਂ ਹੋਇਆ।

Promise Timeline
Reviewed 29 September 2026. The Tribune reported Vigilance Bureau figures covering 16 March 2022 to 31 August 2026: 1,107 corruption cases registered, 1,146 accused arrested, and 248 people convicted in 154 cases. These are attributed bureau figures; arrests and convictions are distinct measures. Punjab's official Anti-Corruption Action Line page also documents the complaint channel. Retained as partial: complaint handling, investigations and reported convictions show enforcement, but do not establish that corruption has been eliminated across Punjab.

An anti-corruption WhatsApp helpline (9501 200 200) was launched on 23 March 2022 and received over three lakh complaints. The Vigilance Bureau registered hundreds of cases and arrested government officials, police personnel, former ministers and even sitting AAP MLAs (including MLA Raman Arora in May 2025). Enforcement has been visible, but "corruption-free" remains an aspirational goal not fully achieved.
