Our Assessment

ANRF’s law took effect before the 2024 election, but its Governing Board met and grant programmes began afterward. By July 2025, it had sanctioned 930 projects across four schemes; official records later documented funded university networks and ₹603.40 crore of ANRF spending in FY2025–26. The foundation is operating and supporting research, so the specific commitment to operationalise it is Fulfilled. Building wider R&D capacity remains ongoing.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why fulfilled?

The manifesto promises to operationalise ANRF. Although the Act took effect before the election, its Governing Board first met in September 2024, programmes launched in October, and grants and institutional networks subsequently moved into delivery. A July 2025 parliamentary reply recorded 930 sanctioned projects across four schemes; later official records documented supported researchers, PAIR networks and actual ANRF fund utilisation. The foundation is functioning and providing its promised research-support service, meeting the methodology’s Fulfilled test.

Fulfilled refers to operationalising the foundation and delivering research support. It does not mean that robust R&D infrastructure is complete in every state, that all planned funds have been spent, or that the separate ₹1-lakh-crore RDI scheme has disbursed its full corpus. The Act’s February 2024 commencement predates the election.

02 · Strength of evidence

Why high confidence?

High confidence is supported by the ANRF launch record, parliamentary answers with project and financial figures, and Ministry of Science and Technology reports on researchers and institutional networks. Approvals, financial assignments, actual utilisation and future fund commitments are identified separately.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • Programme-wise grants actually released and used, with institutional and state distribution
  • Measured improvements in research facilities and capacity at PAIR spoke institutions
  • Actual cash received from private and philanthropic partners, beyond letters of intent
  • Downstream RDI Fund disbursements to eligible enterprises and resulting research outcomes

Status describes delivery. Confidence describes the evidence.
