What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“In the last ten years, we have developed a robust skill development ecosystem. In line with the objectives of NEP, we will further enhance it and integrate it with our education system. We will continue to work with industry to expand skilling opportunities that lead to employment and self-employment.”
Our Assessment
Skilling continues to expand through the Skill India Programme (PMKVY 4.0), the integration of vocational education into schools and higher education under NEP 2020 (including the National Credit Framework that credits vocational learning), apprenticeship promotion, and industry partnerships, complemented by Budget 2025-26 measures such as new skilling centres and a scheme for first-time formal-sector workers. As an open-ended commitment, it is being pursued on an ongoing basis. Partial.
