What does this status mean?

Status describes delivery. Confidence describes how strong the available evidence is.

Original manifesto wording

“We have initiated metro in 20+ cities over the past decade, we will expand the metro network in major urban centres ensuring last mile connectivity.”

Our Assessment

Metro corridors have opened in several major cities since 2024, and the government reported 1,185 km operational across 26 cities in October 2026. Last-mile links exist but remain uneven, so this ongoing, measurable expansion is On Track.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why on track?

Multiple post-election metro corridors are carrying passengers, and official nationwide reports show continuing network growth. The promise has no numerical endpoint. Last-mile initiatives have been implemented in some cities, though their coverage and durability remain uneven, so the directional commitment is On Track rather than fulfilled.

02 · Strength of evidence

Why high confidence?

The expansion finding is supported by the Economic Survey, multiple Ministry of Housing and Urban Affairs and operator releases, and direct records of operational openings. Official and independent sources also document both last-mile initiatives and gaps. Uncertainty remains about comparable national last-mile coverage, not about the existence of substantive continuing metro expansion.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • A consistent metro-only national operating-length series from the 2024 election through 2026, with RRTS reported separately
  • Station-by-station evidence of operating feeder, pedestrian and interchange connections on the newly opened corridors, including frequency, affordability and usage
  • Follow-up data on Mumbai Line 3 feeder routes and the actual use of integrated ticketing or Delhi station connections

Status describes delivery. Confidence describes the evidence.

The Poonamallee Bypass–Vadapalani stretch of Chennai Metro Phase II was inaugurated. Passenger service began on the approximately 14.64-km elevated corridor, with 11 stations initially open. This is direct evidence of metro network expansion in a major urban centre, but it does not by itself establish last-mile connectivity across the entire corridor.
