Original manifesto wording
“Restore the Old Pension Scheme for government employees, to be taken up in the first cabinet meeting.”
Our Assessment
The Congress government restored the Old Pension Scheme in its first cabinet meeting on 13 January 2023, with implementation from 1 April 2023, ending NPS deductions for about 1.36 lakh employees and covering serving and retired staff. The government has repeatedly reaffirmed through 2025-26 and into 2026 that OPS will continue despite fiscal stress following the Centre withdrawing Revenue Deficit Grant support. This is a clear, fully delivered commitment.
